temp membrane structures

Following an incident where high wind blew down a lg pole supported membrane structure. approximately 15,000 st ft. we are seeking data on the necessary support ropes / straps and the inspection criteria for those components. Additionally were does the regulatory authority lie with structures of this magnitude?

In our jurisdiction we would likely require engineering on a non-residential structure of this size. I know that's probably not the information you were looking for.

Was this structure designed by a licensed engineer?

This particular unit it is unknown. However my contact with several major manufacturers of these "tents" is that generally they are NOT engineered. in the formal code sense of the word.
